Re:

Docket No. 50-289 SP In the Commission's Notice to the Parties, dated October 7, 1983, the Commission stated that:

"Given the estimated time necessary to resolve the issues listed in the attached schedule, the Commission is prepared to consider alternative approaches for dealing with the management competence and integrity issues.

In addition, the Commission expects to address the subject of alternative approaches in the near future."

I am interested in learning more about the Commission's thinking on this subject.

I respectfully suggest that this can best be accomplished by a public meeting.

In this connection, as I believe you are aware, I had previously requested Admiral Rickover to assess the subsidiary of General Public Utilities Corporation (GPU) responsible for its nuclear operations, namely GPU Nuclear Corporation, including the soundness of the latter's organization and its senior management in anticipation of the operation of TMI-1.

The Admiral agreed to provide me with a report of his findings-and advice when his assessment is completed.

The Admiral, with a staff selected by him, has now been hard at work on this assignment for approximately two months.

He has informed me that he will furnish his report to me by November 23.

I will send copies of his report to the Commission and to the Atomic Safety and Licensing Board, the Atomic Safety and Licensing Appeal Board and the parties to the TMI-l restart proceeding.

I would appreciate an opportunity to meet with the Commission as soon after that date as convenient for you.

  • It appears from the Commission's Notice to the Parties that the Commission believes there could be an earlier solution to the problems delaying the restart of TMI-1.

We are most willing to participate in such a solution, which we recognize will necessarily be premised upon our commitment to safe operation.
