APPLICATION FOR RELIEF 0F INSERVICE INSPECTION REQUIREMENTS Pursuant to Section 50.90 of the regulations of the U. S. Nuclear Regulatory Commission (the " Commission"), Duquesne Light Company ("DLC"),
holder of Facility Operating License No. DPR-66, hereby requests relief from the Inservice Inspection requirements of IWD-2600(c) for ti.e visual examination of eleven Class 3 pipe supports.
The proposed relief request is set forth in Attachment A to this Application. The proposed change does not involve a significant change in the types or a significant increase in the amounts of effluents or any change in the authorized power level of the facility. The change involves a single safety issue, relief from the Inservice Inspection requirements of IWD-2600(c) for the visual examination of eleven Class 3 pipe supports and is in accordance with 10 CFR 170.22.
WHEREFORE, Applicant respectfully requests that the Inservice Inspec-tion requirements of Facility Operating License No. DPR-66 be amended in the fom attached hereto as Attachment A.

ATTACHt1ENT A Class 3 Piping Support Relief Request Request relief from the visual examination of eleven (11) Class 3 piping supports i
(IWD-2600[c]) identified in the basis for requesting relief.
Code Requirement Supports (restraints) and hangers for components exceeding four inches nominal pipe size whose structural integrity is relied upon to withstand design loads when the system function is required shall be visually examined to detect any loss of support capability, and evidence of inadequate restraint.
Basis of Requesting Relief Support WR-R-12 (H-12) shown on Figure 13 and Support FC-A-21 (H-21) l shown on Figure 51 are located underwater in the spent fuel pool and therefore are inaccessible for direct visual examination.
The following supports shown in Figure 8A are located underwater and/or i
are buried in concrete in the intake structure and therefore, inaccessible for visual examination: WR-R-287C (H-287C), WR-R-290C (H-290C), WR-R-286 (H-286), WR-R-135 (H-135), WR-R-137 (H-137).
d Supports WR-R-287A (H-287A), WR-R-287B (H-287B), WR-R-290A (H-290A), and WR-R-290B (H-290B) shown on Figure 8A are inaccessible due to location, the inability to scaffold for cleaning and inspection and the inability to adequately light the area of interest because of obstructions in the line of sight.
No alternative examination requirements for the above listed Class 3 supports is being suggested at this time.
If at a later date due to plant modification or maintenance activities, these supports become 1
accessible, a visual examination will be performed.
