Dear Mr. Spessard:

Enclosed is a copy of the final report for the February 15, 1994, plume exposure pathway exercise of the offsite radiological emergency response plans site-specific to the Beaver Valley Power Station.

This report addresses the evaluation of the plans and preparedness for the Ohio portion of the Beaver Valley Emergency Planning Zone.

The State of Ohio partially participated and Columbiana County fully participated in this exercise.

The Duquesne Light Company also participated.

The final exercise report was prepared by the Federal Emergency Management Agency (FEMA) Region V staff.

A copy of this report will be provided to the State of Ohio by FEMA Region V staff.

There were no Deficiencies identified during this exercise.

There

were, however, two Areas Requiring Corrective Action (ARCAs) identified.

One ARCA has been corrected and the results are included in the enclosed report.

FEMA Region V staff will monitor the status of corrective action for the remaining ARCA.

Based on the results of the February 15, 1994, exercise, the of fsite radiological emergency response plans and preparedness for the State of Ohio and the affected local jurisdiction, site-specific to the Beaver Valley Power Station, can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.

Therefore, the Title 44 CFR, Part 350, approval of the offsite radiological emergency response plans and preparedness for the State of Ohio site-specific to the Beaver Valley Power Station, granted on June 5, 1987, will remain in effect.
