Dear Mr. Seidle:
This letter is written in response to your letter of September 6,1983, which transmitted Inspection Report STN 50-482/83-21. As requested, the violation identified in the Inspection Report is being addressed in three parts :
a) The corrective steps which have been taken and the results achieved; b) Corrective steps which will be taken to avoid further violations; and c) The date when full compliance will be achieved.
VIOLATION: Failure to Follow and/or Implement Quality Requirements Finding:
10 CFR Part 50, Appendix B, Criterion V, requires, in part, that activities affecting quality shall be prescribed by instructions, procedures, or drawings and shall be accomplished in accordance with these instructions, procedures, or drawings.
Westinghouse Nuclear Operations Division, Wolf Creek Site, Pro-cedure No. G-SAP-EII-007, Revision 1,
" Traveler Preparation and Control" Attachment 3, states:
" Construction Operator enters :
Initials and dates, signifying satisfactory completion of work operations."

Contrary to the above, the construction operator did not signify satisfactory completion of work operations, in that, certain work operations on Traveler No. G-SAP-WC-030 had not been initialed and dated as required.
Response
a) Corrective steps which have been taken and results achieved:
The completion of work operations not properly initialed and dated on Traveler No. G-SAP-WC-030 has been verified and the Traveler has been corrected.
b) Corrective steps which will be taken to avoid further violations :
The majority of the Westinghouse Travelers are prepared in such a manner that upon completion of all work, each sign-off block is filled with either initials and dates or something to indicate that an initial is not required in that block. However, Traveler No. G-SAP-WC-030 was not prepared in that manner and it was not readily identifiable as to which blocks required initials and which ones did not.
Investigation of this matter revealed that Travelers prepared in a manner similar to the one in question are limited to NSSS installation items only.
Westinghouse will issue a project policy to provide consistent guidance for the proper processing of Travelers f
by the various Westinghouse disciplines. Personnel responsible for preparing, reviewing and signing NSSS Travelers will be instructed in the potential areas of concern with the signoff of existing NSSS Travelers.
In addition, all NSSS Travelers which have already been completed will be reviewed. Any item not properly initialed vill be verified for completion and the Traveler c_rrected, c) Date when full compliance will be achieved:
Full compliance will be achieved by October 20, 1983.
