.r Enclosed is a copy of the final exercise report for the December 7-9,1993, full-participation plume e.xposure and ingestion pathway joint exercise of the offsite radiological emergency response plans site-specific to the Pilgrim Nuclear Power Station. The Commonwealth of Massachusetts, the Towns of Bridgewater, Carver, Duxbury, Kingston,- Marshfield, and Plymouth, and the City of Taunton in Massachusetts, and the. State of Rhode Island participated in this exercise. The final exercise report was prepared by the Federal Emergency Management Agency (FEMA) Region I staff. A copy of this report will be provided to the Commonwealth of Massachusetts and the State of Rhode Island by the FEMA Region I staff.
There were two Deficiencies identified during the December 7-9, 1993, exercise. Both Deficiencies were assessed against the Town of Kingston under Objective 3: Direction and Control and Objective 10: Alert and Notification. The first Deficiency resulted from the Fire Department Representative at the Kingston Emergency Operations Center taking actions independently of the Emergency Management Director during the second alert and notification sequence which contradicted the current plans and undermined the authority.

The.second Deficiency was the result of Kingston's failure to sound the sirens in conjunction with other jurisdictions during the second alert and notification sequence. A redemonstration of these objectives, conducted on December 9,1993, corrected these Deficiencies.
In addition to the two'Deficiencici identified during this exercise, there were 80 Areas Requiring Corrective Action and 37 Planning Issues identified. FEMA Region I staff will monitor the status of corrective actions.
Based on the results of the December 7-9, 1993, exercise and the December 9,1993, redemonstration, the offsite radiological emergeng response plans and preparedness for the Commonwealth of Massachusetts, the State of Rhode Island, and the affected local jurisdictions, site-specific to the Pilgrim Nuclear Power Station, can be implemented and are l

2 adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.
