Dear Mr. Denton:

DOCKET NUMBER 50-483 UNION ELECTRIC COMPANY CALLAWAY PLANT, UNIT 1 CONSTRUCTION PERMIT CPPR-139 Pursuant to the provisions of 10CFR50.55(b), Union Electric Company herewith requests that the subject construction permit be amended by extending the latest date for project completion from December 31, 1983 to June 30, 1985.

Since filing our last amendment for extending the Callaway Plant completicn date, Union Electric has announced two extensions in the project schedule which heve added a total of eighteen months to the anticipated plant in-service date.

These extensions have been primarily caused by the exacting nature of the work during latter stages of construction coupled with extremely rigid quality requirements.

Compounding this situation, field manhcur expenditures have increased significantly to accommodate TMI-related additions, SER issues and problems associated with qualification and receipt of equipment and materials.

We expect to commence hot functional testing in November and be ready for fuel load in the second quarter of 1984.

The extension requested will cover our projected schedule with ample contingency allowance.

Based on the above, Union Electric believes that good cause exists for granting the requested amendment.

Changes in scheduled completion described herein were a result of conditions largely beyond the control of Union Electric and the request is for a reasonable period of time in light of those conditions.

, The requested amendment involves only the period of time for which the construction permit is valid and therefore does not involve any significant hazard or change in environmental impact.

Therefore, Union Electric believes the requested amendment is Class II in nature as defined by 10CFR170.22.

As such, a check for the required fee of $1,200.00 is enclosed.
