~~7 Additional Information Request Regarding Notice of Violation 50-498/83-02, 50-499/83-02 SOUTH TEXAS PROJECT ELECTRIC GENERATING STATION In response to your letter of July 18, 1983 concerning notice of violation 50-498/83-02, 50-499/83-02, Houston Lighting & Power Company (HL&P) feraishes the following additional information.
Itens II c. and II d. Calibration Records - Clark Portable Hardness Tester and Procurement Information - Telebrineller Test Sars The Clark Portable Hardness Tester was not required to be calibrated for the anchor bolt program.
Additional information concerning the source of the Telebrineller hardness test bars has not been located.
The test equipment was furnished and used by the previous contractor, Brown & Root, Inc. (B&R).
However, HL&P believes that a lack of this additional information does not detract from the ability to demonstrate the acceptability of the anchor bolts for reasons described below.
Generally, our Quality Assurance Program does require calibration of measuring and test equipment in accordance with ANSI Standard N45.2, Section 13.
However, for the anchor bolt program, test equipment was not required to be calibrated because such testing was used only to separate two materials with significant differences in hardness.
It was not used to measure properties precisely.
The methods were therefore not s?nsitive to minor variations which would be dependent on calibration.

G12.13 Page 2 Further assurance on the reliability of the resolution of the com-mingling of bolt materials ASTM A193 and ASTM A36 will be provided by the following measures which are in progress.
HL&P has requested Bechtel Energy Corporation (BEC) to review the Brown & Root anchor bolt deficiency corrective action program.
In preliminary sample checks performed, evidence has, with rare exceptions, pointed to B&R's tests for separation of materials as being either correct or conservative. Nevertheless, Bechtel will assure by an independent review, combining engineering evaluation and testing, as necessary, that site fabricated safety-related anchor bolt materials meet project requirements. As presently structured, this program uses alloy analysis which separates 7aterials more positively.
As stated in our letter ST-HL-AE-992 dated August 15, 1983, the details of the program will be discussed in a future meeting with you and your staff.
Item II e. " Red-Lined Drawings" As stated in our original response to the notice of violation the red-lined drawings were in-process, nonpermanent documents intended to guide personnel to locations of anchor bolts.
The actual record of bolts measured, their location, and their engineering acceptance are in the report, TRD 5A840SR163-A.
Therefore, the in-process working documents, which are nonpermanent, are not essential for the purpose of documenting what was done.
The red-lined drawings might aid in determining if all safety-related bolts were measured.
Even assuming conservatively that some bolts were not measured, the sample measured was so large that, given the measurements are correct, the adequacy of thread dimensions would be statistically well substantiated.
l fievertheless, since questions exist on the adequacy of the B&R thread evaluation, HL&P has asked BEC to perform an independent review of the threads.
This review is in progress.
The review includes an engineering evaluation of the structural integrity of the threads, a review of the adequacy of previous l
measurements, and a recheck, if necessary, of dimensions on a sampling basis.
This program includes an engineering review of previous related NCRs and their dispositions.
l As stated in our letter ST-HL-AE-992 dated August 15, 1983, the details of the program will be discussed in a future meeting with you and your staff.
