Peach Bottom Atomic Power Station Enforcement Conference on Fire Barriers

Dear Mr. Staroatecki:

This letter responds to your October 3, 1983, report regarding Enforcement Conference 50-277/83-23, 50-278/83-23.

The conference dealt with a violation involving unsealed penetrations at the top of the Emergency Switchgear Room walls.

In Detail 5.2 of the enclosure to the report, you identify the long-term corrective action commitments.

Further, you request notification within five days of receipt of the letter if our understanding of the commitment differs from yours.

The corrective actions described in Detail 5.2 are in progress and will be implemented with the possible exception that we may not be able to complete the upgrade of all safe shutdown fire barrier penetrations by March 1,_1984.

The upgrade of the Emergency Switchgear Room penetrations, which the violaton addressed, will be completed well before March 1, 1984.

The survey of the other safe shutdown barriers (approximately 370) to identify penetrations requiring sealing is approximately 75%

complete.

The current estimate of penetration seals requiring upgrading is 6800.

To date, approximately 2200 seals have been upgraded to meet Appendix R criteria.

As we informed the Division of Licensing in correspondence dated September 16, 1983 (V.S. Boyer, PECo, to D.

Starostecki Page 2 restricted by a labor dispute with the Philadelphia Local Asbestos Workers.

Since August 1, 1983, the necessary work effort required to meet the schedule warranted a force of at least 120 asbestos workers on double shift.

Ho':ever, 70-80 workers have been the maximum number we have been able to obtain from surrounding union halls.

As asbestos workers become available, every effort is being made to immediately put them to work at Peach Bottom.

In order to reduce the estimated number of penetration seals requiring upgrade, which would enhance our ability of completing the program by March 1, 1984, we are planning to perform additional qualification tests of existing penetration seal designs.

While every reasonable effort is being made to meet the March 1, 1984, seal installation deadline, the aforementioned problems with the labor force, as well as the uncertainty regarding the outcome of planned penetration seal qualification tests, may preclude completion by this date.

In the event the current schedule is not attainable, we will shift our emphasis toward completion of all Unit ? seal upgrade requirements since we expect Unit 2 to be in a refueling outage in the Spring of 1984.

We will keep the Division of Licensing informed, by corresoondence, and the resident inspector, by carbon copy, of our progress in the penetration seal upgrade program.
