Dear Mr. Keppler:

In response to Reference (a) request for information contained in IE Bulletin 80-16, Reference (b) documented the results of our LaSalle County Station BOP review.

Additionally, References

-(b), (c), (d) and (e) provided results of the LaSalle County Station NSSS evaluation.

For the BOP applications, Sargent & Lundy informed us that the reported defect would not degrade any safety-related function.

No transmitters were' subject to 140% over or under pressure conditions except for the narrow range drywell pressure sensors, 1PT-CM027, 1PT-CM028, 2PT-CM027 and 2PT-CM028.

Their basis for accepting these with the A option code was the fact that pressure would approach the 140% upper limit (39 psig) under LOCA conditions only, not during any transient, when it would be readily apparent from other parameters that a large line break existed.

. Additionally, the operator no longer-relies on the readings from these sensors once pressure 1.67 psig.. He/she instead refers to the wide range instruments, driven by 1PT-CM029, 1RT-CM031, 2PT-CM029 and 2PT-CM031, which are sized such that they are unaffected by the high pressure.

While we concur with this analysis and feel that S&L put the problem into proper perspective, post-LOCA operability of IPT-CM027, IPT-CM028, 2PT-CM027 and 2PT-CM028 is required per RG

-1.97.

Ambiguous signals from these sensors combined with the single failure of one wide range instrument could mislead or confuse the operator.- Accordingly, these two instruments are being upgraded to the model 1153 which is fully qualified for the post-LOCA conditions anticipated in its installed location as well as the high-pressure process fluid.

As of this date, these changeocts are complete on Unit 2.

These changeouts are in progress on Unit 1 and are being tracked as a station modification.

To the best of my knowledge and belief the statements contained herein are truc and correct.
