Dear Dr. Weiss:
As a result of the meeting between Public Service Company of Colorado (PSC) and the NRC on February 27, 1991, a commitment was made to provide the NRC with the Decommissioning Cost Estimate by May 1991 (Reference 1).
Subsequent to that commitment, PSC notified the NRC (Reference 2) that submittal of the Decommissioning Cost Estimate would be delayed to no later than June 17, 1991.
The Proprietary Cost Estimate to decommission for' St. Vrain is provided as Attachment 3 to this letter.
Specific cost information cnntained in the attachment is considered by Westinghouse Electric Corporation to be proprietary under the criteria set forth in 10 CFR 2.790.

P 91198 June 6, 1991 Page 2 The attached cost estimate was prepared and is consistent with commitments made by PSC during the PSC/NRC meeting of February 27, 1991.- The cost estimate has also been prepared consistent with the format previously provided by PSC in Reference 3 and is responsive to the criteria established in Section 1.4 of NRC Regulatory Guide 1.159, " Assuring the Availability of Funds for Decommissioning Nuclear Reactors".
The individual and summary cost estimates included in this document supersede all cost data previously submitted to the NRC in Tables 5-2 and 5-3 of the Proposed Decommissioning Plan (PDP) (Reference 4) and the Proprietary Cost Information (Reference 5).
A brief explanation of several significant changes ieom the costs presented in Tables 5-2 and 5-3 of References 4 and 5 is orovided as follows:
o Project " Contingency" costs were previous?v distributed to the individual WBS elements, whereas these costs are now stated as a separate line item in this revised cost
- estimate, o The cost estimates presented in the PDF Tables 5-2 and 5-3 represented only contractor costs, and did not include the distributed PSC costs.
These PSC costs have been incorporated into the appropriate categories of this cost estimate.
o Minor (balarcing) adjustments have been made to the scope and work content for a few individual WBS clements as a result of contract negotiations, which have been completed since submittal of the PDP in Reference 4-o Radioactive waste disposal costs were previously based on 1989 cost data, and have been escalated to 1990 rates to be consistent with the remainder of the attached cost-estimate.
The Fort St. Vrain Proposed Decommissioning Plan will-be revised to reflect a summary of the changes provided in the attached cost estimate.
These revisions will be included in the revision of the Proposed Decommissioning Plan, due to be submitted to the NRC in June 1991 (Reference 6).
To date, more than nine person-years of engineering and site characterization efforts have been expended in preparation for the dismantlement, decontamination and eventual decommissioning of Fort St. Vrain.
The results of these-efforts have been utilized as the
' basis for the attached fort St. Vrain Decommissioning Cost Estimate.
PSC is convinced that - the level of detail presented in this attachment will meet NRC expectations for detailed decommissioning cost estimates.
