My name~is Robert L. Cloud and I am the Principal in the firm of Robert'L.' Cloud Associates, Inc., located in Berkeley, California. LMy firm has been a major participant in the Indepen-dent Design Verification Program (IDVP) since the fall of 1981.
l Our' role ~has been-primarily to review and verify seismic design work performed by/ Pacific Gas and Electric Company and its service-I related seismic design contractors for Diablo Canyon Unit 1 (DCNPP-1) including a review and verification of work performed by the Diablo

, Canyon Project Interim Technical Program.
In the course of my organization's work for the IDVP, we have compiled 229 Design Review Packages (DRP's) based upon our verifi-i cation of PGandE's Design Calculations for the Diablo Canyon Project.
For all but a few of these DRP's, my organization prepared checklists j
.containing general ~ technical items which ensure that all required areas are evaluated for each DRP.
- The ' DRP's for the ITR's on buildings consist of engineering
~ analyses integrated with the checklist. items in a package.
It is not possible to separate out a single page or pages constituting a list of checked-off material.
However, the checklist items are clearly and separately addressed in the packages.

checklist items and guidelines used for a DRP in the verification of DCNPP-1 structures can be found in Section 4.2.2 of ITR-54,
" Containment Building". - The-DRP's for ITR's on equipment and components contain pieces of paper which one could describe as a
" checklist". _However, these checklists are entirely meaningless without'the accompanying analyses which constitute the data filling

of blank checklists used for the verification of DCNPP-1 components can be found in Appendix A of ITR-59, "Large Bore Piping".
The amount of work involved in providing information respon-sive to the request for " completed" checklists is extremely large.

- Based upon a review of my firm's files, I would estimate that the completed checklists for all the DRP's consist of approximately eight linear feet of documents or several thousand pages.
After discussing this matter with my IDVP Project Manager, we have estimated that it.would'take two people between two and four days to retrieve this material from the files, organize it in a manner suitable for
- copying and then copy it.
I consider having to produce this enormous amount of material to be extremely burdensome.
In addition, the costs, both in terms of employees' time and copying costs, would be substantial.
