Letter from Thomas M Parker (NSP) to Director of Nuclear Reactor Regulation (NRC), " Updated Request for Relief from the Schedule Requirements of NRC Bulletin 89-02", dated September 27, 1990.

The purpose of this letter is to request further relief from the schedular requirements of Bulletin 89-02, " Stress Corrosion Cracking of High-Hardness Type 410 Stainless Steel Internal Preloaded Bolting in Anchor Darling Valves",

for the inspection of the Unit 1 and Unit 2 Residual Heat Removal Pump discharge check valves.

In the referenced letter we requested schedular relief from our original schedule for the inspection of the Residual Heat Removal Pump discharge check valves due to the lack of availability of replacement parts. We committed, in that letter, to complete replacement of the retaining block studs in the Residual Heet Removal Pump discharge check valves on both units prior to May 31, 1991, provided there were no further procurement related delays.

The Residual Heat Removal Pump discharge valves are Crane 8" swing check valves similar in design and material to the Anchor Darling check valves specifically addressed by NRC Bulletin 89 02.

In response to the inspection requirements of NRC Bulletin 89-02, we have elected to replace all retaining block studs in the affected swing check valves with bolts of an improved material and to !nspect the removed bolts.

However, due to continuing difficulty in obtaining replacement bolts from the valve manufacturer, we are unable to complete the replacement of the Unit 1 and 2 Residual Heat Removal Pump discharge check valve bolts before May 31, 1991.

Due to AIARA considerations and no degradation of bolts inspected to date (eight valves),

we feel it is still prudent to delay the inspections until replacement studs are available.

^E' Nodhem States Power Company The replacement bolts are expected to be received on site during the third quarter of 1991.

Provided there are no additional procurement related delays, the affected Residual Heat Removal Pump discharge check valve bolts will be replaced on both units prior to December 31, 1991.

These further delays in completion of our response to Bulletin 89-02 were discussed with the NRC Project Manager for Prairie Island on May 28, 1991.
