FROM: R Assistant Associate Director Office of Natural and Technological Hazards Programs

SUBJECT:

Exercise Reports of the May 19, 1982, and March 16, 1983, Exercises of the Offsite Radiological Emergency Preparedness Plan for the Arkansas Nuclear One Power Station Attached are copies of the Exercise Reports of the May 19, 1982, and the March 16, 1983, joint exercises of the of fsite radiological emergency preparedness plans for the Arkansas Nuclear One Power Station. Arkansas State and Johnson, Logan, Pope and Yell Counties participated in both exercises. These exercise reports were prepared by the Region VI staff of the Federal Emergency Management Agency (FEMA).

Although there were deficiencies observed at both exercises, they did not detract from the overall demonstrated capability to protect the public in either exercise. A list of deficiencies observed at the 1982 exercise was distributed to be observed at the 1983 exercise. The Region VI Office is now awaiting a response from the State of Arkansas on actions they have taken to correct the deficiencies observed at both exercises. As soon as we receive and analyze the State's response, the results will be forwarded to you.

In light of the State and local performances at both exercises, we cannot identify any impediments to protecting the public in the event of an accident at the Arkansas Nuclear One Power Station. Therefore, the approval under FEMA Rule 44 CFR 350 will remain in effect.

If you have any questions, please contact Mr. Marshall Sanders, Acting Chief, Technological Hazards Division, at 287-0179.
