Operating Shift Experience The members of the Utility Group on Operating Shift Experience are providing our individual experience status at the request of the Chairman, D.

F.

Schnell, of the Union Electric Company.

A summary of Detroit Edison's operating shif t experience is attached using the same format as the other members of the Utility Group.

The data is based on an assumed operating license date of June 30, 1984.

Edison will be using shift advisors to satisfy the " hot par-ticipation experience" requirements.

The qualifications of the identified Shift Operating Advisors (SOAs) are also provided. The SOAs are being trained on Fermi-2 systems and operating procedures and will be taking the examination for an SRO license on Fermi-2 as arranged with Region III.

The operating experience data has also been summarized in a format which more dramatically shows the level of equivalent nuclear operating experience on each of the operating shif ts.

Though Edison does not commit to more than the Technical Spec-ifications requirements of two ROs and SROs per shift, it is clear that additional depth on shift is available.

We con-sider this very appropriate for this stage in our operation.

The minimum nuclear operating experience per shift, per ANSI 3.1 (1981) guidance for two SROs and two ROs totals 72 months.

An analysis of our equivalent nuclear operating experience tabulated per shift indicates that the average shift (consisting of two SROs and two ROs) has significantly more experience than that specified in ANSI 3.1 (1981).

Mr. Harold Denton EF2-67,767 Page Two Since most of these operators, engineers and advisors have been working together for over two years, and have been anti-cipating shift assignment during plant startup, we do not expect any difficultics in their functioning as an effective team under the strict control of the Nuclear Shift Supervisor.

Furthermore, because of the high level of morale and support from our staff in the past, we do not anticipate any signi-ficant attrition over this year during startup and initial operations.

Youngblood dated December 16, 1983, transmitting the previous Nuclear Experience Survey, I took pride in the talented and qualified operators and staff selected to operate and manage Fermi-2.
