t, FIRST INTERIM REPORT OF SIGNIFICANT CONSTRUCTION DEFICIENCY NO. 90

" ELECTRICAL CONDUIT OVERSTRESSED" INTRODUCTION This report is submitted pursuant to 10CFR50.55(e). It describes a deficiency arising from the lack of complete installation records regarding verification of conduit and conduit support insta11atien in accordance with established installation criteria for span and support loading.

To the best of our knowledge, this deficiency has not been reported to the USNRC pursuant to 10CFR21.

DESCRIPTION As a result of field surveillances conducted by Ebasco on conduit installations by Fischbach & Moore, the Electrical Contractor at Waterford 3, various discrepancies were identified relative to span and conduit support maximum allowable deadweight loads installed. Although most of the discrepancies were minor, further engineering evaluation is needed to determine the significance of this deficiency.

SAFETY IMPLICATIONS f'

Engineering analyses are required to determine if the deviations identified in the surveillance would indeed result in failure of a safety related installation to perform its intended function under design basis loading conditions.

CORRECTIVE ACTION TAKEN The installing contractor, Fischbach & Moore, has ceased performing field installation, therefore, no corrective action on future installations under their jurisdiction is required.

4 As a result of the above, all conduit installations required for safe shutdown will be physically verified to be supported in a manner that will ensure their operability under design basis accident conditions. If any conduit installations are identified as deficient, they will be reworked.

An update or final report will be submitted to the USNRC on or before February 15, 1984.
