Loui?iana Power & Light's Waterford III nuclear power plant is scheduled for commercial operation in December of this year.
I would appreciate your earliest consideration of LP&L's licensing request.

Your letter i ntifies your concem wer economic penaltip that accrue from delays in the a hieving of cornercial operation at Watef ord 3.
I can assure f
you that the nec isary NRC staff resources have been,pnd will continue to be applied to the rekining safety matters which require resolution before an operating license c be issued.
With regard to your re erence to a recent rev)ew of ouality assurance at Waterford, the most rec t Systematic Assessfnent of License Performance report, issued January 4, 1984, e aluated both construction and operations Quality Assurance (QA) organizatio s at Louisiaps Power and Light Company.
In addition, there are other o oing act,1vities now under consideration related to QA at Waterford. A Constr ction, Assessment Team (CAT) is currently conducting an inspection of co tru,ction activities at the Waterford site.
This inspection is to determine,. 'f completed work is in accordance with applicable design documents; has fceived proper cuality inspections; and records are indicative of the'as-b0*lt conditions. Dear Congressman Tauzin:
Your February 1, 1984 letter to Mr. Stephen Kent, Office of Congressional Affairs, NRC in regard to Waterford Steam Electric Station, Unit 3 has been referred te ne for reply.
Your letter identifies your concern over economic penalties that acrue from delays in the achieving of coninercial operation at Waterford 3.
I can assure you that the necessary NRC staff resources have been and will continue to be applied to the remaining safety matters which require resolution before ar-operating license can be issted.
With regard to your refcrence to a recent review of quality assurance at Waterford, the most recent Systematic Assessment of License Performance report, issued Januar Assurance (QA)y 4.1984, evaluated bcth construction and operations Ouality organizations at Louisiana Power and Light Company.
In addition, there are other ongoing activities now under consideration related to OA at Waterford. A Construction Assessment Team (CAT) is currently conducting an inspection of construction activities at the Waterford site.
This inspection is to determine if completed work is in accordance with applicable design documents; hcs received proper quality inspections; and records are indicative of the hardware as-built conditions. Also, there is currently a motien before the Atomic Safety Licensing Appeal Saard to reopen hearings on the adequacy of the common foundation basemat at Waterford arising from allegations now under review by NRC.
