Subject:

Report of 10CFR50.55(e) Item on Possible Impingement of Essential Piping During Pipe Break (#115)

Dear Mr. Keppler:

On January 24, 1984, Detroit Edisoc's Mr. W.R. Wingfield, Quality Engineer - Construction Quality Assurance telephoned Mr. M. Jordan of NRC Region III to report on possible impingement of essential piping during pipe break at the Fermi 2 site.

As a result of ongoing design and construction activities since the original pipe break protection design, soue cocponents and structures may have been installed in the pipe " sweep" and jet impingement zones.

Additionally, potential pipe break locations may have been shifted, due to as-built configurations. A review is in process, to assure compliance with criteria.

The review and plan currently includes:

1. Reassessment of the pipe break location, utilizing the approved Fermi 2 Design Criteria, with consideration of applying the newer NRC Criteria BTP-MEB 3-1.
2. Re-evaluation of the " sweep paths" and jet . impingement zones.
3. Conduct an as-built survey to identify components and structures required for safe shutdown located in the " sweep path" and jet impingement zones.
4. Corrective actions, if required, will be taken to assure safe shutdown of the plant.

.5. Project guidelines are being developed to insure future compliance with the established pipe break design criteria.

Another report oa this item, either interim or final, will be sent when further information is available. If you have questions concerning this matter, please contact Mr. G.M. Trahey, Assistant Director - Project Quality Assurance.

Very truly yours, e
