HVAC Duct Support Weld Discrepancies Attention: Mr, James P. O'Reilly Gentlemen:

On January 31, 1984, Mr. C. W. Hayes, Quality Assurance Manager -

Vogtle Project, reported a potential deficiency to Mr. John Rogge of the USNRC-Region II.

On November 14, 1983, Georgia Power Company (GPC) Construction re-

. ported the results of a reinspection program for HVAC duct supports per-

-formed by the Pullman /Kenith-Fortson (P/K-F) Quality Control Department.

The reinspection program resulted from a GPC Quality Assurance Audit Finding Report, a GPC Stop Work Order (SW-M-11), and other GPC directives to P/K-F in reference to poor workmanship and the questionable adequacy of the P/K-F quality control inspection program.

5 The P/K-F reinspection program was initiated after significant improvements were made in the P/K-F quality control program. The rein-spection program consisted of examining 130 selected supports out of the population of installed HVAC duct supports. The reinspection found that a significant number of welds did not meet the minimum visual acceptance standards. A Bechtel inspection team was organized to ascertain if the s

q' reporting constitutes an accurate inoication of the existing conditions.

This inspection team, on the basis of reinspecting 23 of the 130 supports initially reinspected by P/K-F, concluded that the P/K-F reinspection re-port projects a; worse overall condition than does actually exist. How-M ever, the inspection team also concluded that the existing condition is l

N significant enough to warrant additional investigation.

HVAC Duct Support Weld Discrepancies Page Two (2) Bechtel Engineering will iusatify samples that are randomly selected on a statistical basis (to be completed by April 15,1984),

(3) For these selected samples, Pullman /Kenith-Fortson (P/K-F) will perform visual inspections to the criteria of Appendix VC to the HVAC specification (X4AJ01) (to be completed by June 1, 1984).

(4) Bechtel will review the inspection results and perform an engineering evaluation, including natistical analyses and, if required, testing of some worse case results. A final report is tentatively scheduled for December 1, 1984 and assumes that testing will not be necessary.

Based upon the length of time required to complete the inspection and analyses required to evaluate this item, Georgia Power Company intends to submit an interim report to the NRC on or about September 10, 1984, that will forecast an expected completion date for the resolution of this issue.
