SAFETi EVALUATION BY THE OFFICE OF NUCLEAR R' ACTOR REGULATION t
RELATED TO AMENDMENT N0. 43 TO FACILITY OFERATING LICENSE NO. NPF-2 ALABAMA POWER COMPANY JOSEPH M. FARLEY NUCLEAR PLANT, UNIT NO. 1 DOCKET NO. 50-348 INTRODUCTION Alabama Power Company's letter dated May 27, 1983 submitted a proposed amendment to.the Farley Unit 1 Facility Technical Specifications. The proposal consists of changes to the Safety-Related Snubber Tables for both hydraulic (Table 3.7-4a) and mechanical (Table 3.7-4b) snubbers.
DISCUSSION AND EVALUATION The licensee states that previously, only snubbers attached to safety-related piping were included in the Technical Specifications, however, some snubbers attached to non-safety related piping are assumed operable for safety-related seismic stress analyses and are therefore being added to the Technical Specifications snubber tables.
These snubbers are included in the piping stress analysis, do not involve a change to previous safety analyses, and Technical Specification surveillance requirements were completed on these snubbers during the. fourth refueling outage.
The licensee also submitted changes to correct errors involving snubber numbers; iucation descriptions; and snubber designation regarding accessi-bility, radiation zone and removal difficulty. Additionally, a modification to the licensee's submittal has been made to add the Steam Generator Snubbers to Table 3.7-4a.
This modification corrects an omission from the listing of safety related hydraulic snubbers and has been discussed with and concurred by members of the licensee's staff.
These corrections are administrative in nature, do not affect the performance of a system and are necessary to reflect existing plant design.
SAFETY
SUMMARY
Based on the above discussion and evaluation including the modifications agreed to by the licensee, the submitted administrative changes to the Unit 1 Technical Specifications are acceptable.

ENVRONMENTAL CONSIDERATION We have determined that this amendment dc6s not authorize changes in effluent types or total amounts, _r,or increases in power levels, and will not result in any significant environmental impact. Having made this determination, we have further concluded that the amendment involves acticns which are insignificant from the standpoint of environmental inpact and, pursuant to 10 CFR 51.5(d)(4),
that an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of this amendment.
CONCLUSION r
We have concluded, based on the consideration discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of the amendments will not be inimical to the common defense and security or to the health' and safety of the public.
