Enclosed is a copy of the final exercise report for the Octo-ber 19, 1994, full-participation plume exposure pathway exercise l

of the offsite radiological emergency response plans site-specific to the Duane Arnold Energy Center.

The State of Iowa and Benton, Linn, and Johnson Counties participated in this exercise.

The final report was prepared by the Federal Emergency Management Agency (FEMA) Region VII staff and copies will be provided to the State of Iowa.

One Deficiency was identified during the exercise which involved the lack of access control for sheltered areas and later for part

of an evacuated area.

The Deficiency was corrected with the-t approval of the January 9, 1995, submission of' plan changes and it. nos closed.

There were also five Areas Requiring Corrective Action f.dentified.

Based on the results of the October 19, 1994, exercise, and the i

receipt of the January 9, 1995, approved plan changes, the offsite radiological emergency response plans and preparedness for the State of' Iowa and the affected jurisdictions, site-j specific to the Duane Arnold Energy. Center, can be implemented' l

and are adequate to provide reasonable assurance that appropriate i

measures can be taken to protect the health and safecy of the public in the event of a radiological emergency at the site.

i Therefore, the Title 44 CFR, Part 350, approval of the Iowa offsite radiological emergency response plans and preparedness site-specific to the Duane Arnold Energy Center granted on July 2, 1991, will remain in effect.
