considerable information has been subnitted to support our structural steel survivability evaluation program and to close out SER Open Itan

Attachment (1), Structural Steel Survivability Evaluation dated February 24, 1984, provides a complete, refined revision of our Structural Steel Survivability Evaluation which consists of a methodology describing our assessment of fire developnent, limitations on fire developnent, fire modeling techniques, localized heating effects, transient caubustibles, and structural steel response; a list of conservatisms; a summary of calculation results and proposed nodifications; a revised calculation for each safe shutdown area and a set of calculation appendices. Attachment (2), Revision 1 of Canparison of PECo Heat Balance Model with NUREG/CR-3192, is a revision of f the correlation calculations to the UL data previously subnitted. .-

The r#erence 4) meeting sumary included the cmment that the accuracy of the use of the model for extrapolation to Limerick gemetries and ombustibles ~is not apparent. We believe the statment that was made in the referenced meeting indicated that (on a generic basis) a conservatively high value of tmperature above test results does not nece3tarily prove wrrelation of a model. Our model incorporated certain conservatisms (see attachment (1)) considered appropriate for the empartment gemetries in our plant. If these conservatisms were quantifial, our tmperatures would, in fact, more closely approach those in the UL tests.

In Reference 5), a request for additional information (PAI 280.26) was forwarded which requested additional data for those areas where average, temperatures in excess of 1100*F were to be used. All fire areas have been re-evaluated using the 1100*F average steel tmperature criteria; therefore, the additional information is not required.

The proposed modifications included in the sumary reflect this re-evaluation.

This letter cmpletes transittal of information required to review our Structural Steel Survivability Evaluation Program. Should you have any questions or require additional information, or wish to hold an additional meeting with pur mnsultant as suggested in the Reference 4) meeting; please do not hesitate to contact us.
