Dear Sir:

The Power Authority submitted, via Reference 1, a description of a new proposed Emergency Operations Facility (EOF) for the FitzPatrick plant.

In Reference 2, the Authority confirmed our intention to build the new EOF and stated that the scheduled completion date was February 1, 1985.

To date, the Authority has completed the purchase of land from Oswego County.

The conceptual design of the EOF has been finalized, and the design specification for construction of the building is nearly complete.

Based on the time required for bidding, contract award and mobilization, the Authority expects to break ground in June of 1984 and begin to erect the building in August of 1984.

This would allow only six months to complete construction, finish the interior, install the necessary equipment and put the EOF into service.

. The Authority-will continue to attempt to complete the EOF by February _.1, 1985.

However, even if construction delays, which can reasonably be expected, do not occur, this schedule for completion of the EOF is unrealistic.

Therefore, the Authority requests-that the date for completion of the EOF be extended from February 1, 1985 to June 28, 1985.

The Authority has a functional interim EOF.

This facility was previously described in Reference 1.

We plan to continue using this interim facility until the new EOF is complete and opera-tional.

The June 28, 1985 date is applicable to'the EOF only and does not include the installation (in the EOF) of the

' Plant Safety Parameter Display Systen (SPDS) and Regulatory Guide-1.97 instrumentation.

These items have been addressed separately, and~ individual completion dates given, in LReferences 1 and.2.-
