In 1974, Congress enacted the Energy I

Federal agency that would protect the public

health and safety from the potential hazards associated with the commercial uses of nuclear energy material. In carrying out that mandate f.--

over the succeeding years, the Nuclear Regulatory Commission has been substantially aided by the many small and disadvantaged businesses that have provided the essential tech-nical assistance and support needed to maintain an effective regulatory program.

Ilaving started a small business myself several years ago, I recognize that owning and operat-ing a small business today presents many diffi-J cult challenges, particularly when expanding or beginning a new business venture. The infor-mation contained in this booklet is intended to assist small firms interested in performing work for the NRC to gain a better understanding of Commission contracting policies and proce-dures.

On behalf of the Commission, I welcome the support and continued participation of the nation's small businesses with the NRC in the important work of enhancing nuclear safety.
