LaSalle County Station Units 1 and 2 Fire Protection NRC Docket l40s. 50-373 and 50-374 References (a): LaSalle County Station Unit 2 Facility Operating License NPF-18 (December 16, 1983).

(b): C. W. Schroeder letter to H. R. Denton dated November 23, 1983.

(c): Inspection Report Nos. 50-373/83-44 and 50-374/83-48.

Dear Mr. Denton:

The attached report on the water fire suppression system at LaSalle was prepared in response to the following three items:

1) Reference (a) identified conditions 2.C.(15)(e) and 2.C.(15)(0):

2.C.(15)(e) states:

" Prior to exceeding.five percent power, the licensee shall provide a detailed computer analysis of the fire protection water system to demonstrate system adequacy."

2.C.(15)(g) states:

" Prior to exceeding five percent power, the licensee shall provide the results of an analysis of the service water system's capability to perform as a backup water supply for the fire protection. This analysis will include a description of the surveillance procedures for the service water pump system when used as a fire protection water supply, and an evaluation of limitations on the service water system due to the use of these pumps as a fire water supply."

2) Reference (D) contained issue 1(8) and issue 2:

Issue 1(8) states:

"By approximately 20 days before exceeding 5% power, Commonwealth Edison will provide tne NRC with our review of the computer analysis and will provide a proposed testing program for the fire pump and the main loop to assure adequate capacity. This testing program will be the basis for the surveillance program (see item 12 below).on the LaSalle fire pump-and main loop."

Issue 2 states:

"As stated in response to the previous issue, Commonwealth Edison has performed a " Preliminary Evaluation of the Service Water System as a backup to the Fire Protection System." That evaluation was provided to NRR and P.egion III by letter dated October 31, 1983.

Commonwealth Edison Company has further commissioned Marsh and McClennan Protection Consultants to perform a computer analysis of the fire protection water system, including an analysis of the Service Water system to perform its function as a backup to the fire protection system. This computer analysis is scheduled to be completed by November 30, 1983, and we will submit cur review of it be approximately 20 days before exceeding 5%

r. It is requested the above three matters be closed based on the L attached report.

l The water fire suppression system at LaSalle has been evaluated L from the pumps through the sprinkler systems and hose stations.. The multilooped piping network and fire and service water pumps provide a L strong water supply to the various fire suppression systems in the station. Loop' flow test acceptance criteria have been developed to essist in the long term monitoring of the water r,upply.

Six sprinkler systems will receive minor modifications prior to startup following the first refueling ontages. This was briefly discussed in Washington on January 10, 1984 as part of our request to use service water as a back-up water supply to the' fire protection system.

l The procedures provided in the Attachments are for information only and future changes to them will be controlled in accordance with l LaSalle'. Unit 2 Technical Specification Administrative Section.
