50 -32 8 By my November 23 and December 21, 1983 letters to you, we requested NRC approval to complete the modifications required by th6 anit 1 operating license (0/L) condition 2.c.(23).f and the unit 2 O/L condition 2.c.(16).g.
As stated 'in the February 10, 1984 letter from T. M. Novak to H. G. Parris, the NRC agreed that completion of the installation of the modification was acceptable, except for supplying power to the containment isolation. valves on the sampling lines. We believe that completion of the planned modifications to this stage will satisfy the requirements of the units 1 and 2 0/L conditions and will therefore consider the 0/L conditions satis fied. If ~ the NRC disagrees with this position, deferral of the license conditions, 2.c.(23).f for unit 1 and 2.c.(16).g for unit 2, will be necessary to preclude the impact of a lengthy period for resolution of this issue, either as a result of. NRC's internal review or as a result of possible proceedings after the March 19, 1984 deadline for requesting a hearing or for petitioning for leave to intervene. This notification of a possible need for deferral of the 0/L conditions is being provided as a supplement to the amendment requested by my November 23 and December 21, 1983 letters, in accordance with the provisions of 10 CFR 50.90 and 10 CFR 50.92.
