LILCO'S SCHEDULE FOR COMPLETION OF TRAINING MATERIALS By its Order of September 30, 1983, the Board directed LILCO to file its best estimate of the date on which its training materials will be completed and available.

This pleading will provide that information.

The short answer is that almost all the materials are al-ready in Suffolk County's hands.

LILCO's classroom training program consists of videotapes and workbook modules.

LILCO has provided Suffolk County with all 16 of the training workbook modulesl/ and all 14 of the videotapes that have been prepared for LILCO-employed LERO workers.

These materials were provided piece by piece as LILCO produced them, beginning on July 18, 1983, with videotape Modules 1 and 2; the last five videotapes that have been completed (Modules 7, 12, 13, 14, and 16)2/ were 1/

LILCO cannot document precisely when workbook Modules 1 and 2 were supplied to the County but believes they were in fact supplied.

The videotape modules are numbered 1 through 16, but Module 11 is still not finished (see below) and Module 15 does not exist.

Workbook modules are numbered 1 through 19, with Module 11 still incomplete and Modules 4 and 15 nonexistent.

sent to Suffolk County by cover letter of September 15, 1983, and the last workbook modules (except Module ll, discussed below) were supplied by letter of September 8.

LILCO also has provided Suf folk County with the lesson plans used by the classroom instructors, as well as scripts for the videotapes used to train LILCO-employed LERO personnel.

The only materials still to be produced are the following.

Workbook Module 11 and videotape Module 11, which will be used for the training of non-LIr,CO ambulance personnel, are not yet completed.

They should be completed by November 11, 1983.

Also, LILCO recently decided to develop an additional videotape on communications to be shown to LILCO-employed LERO workers.

That videotape is scheduled to be completed by October 21.

Lead traffic guides and traffic guides will receive addi-tional classroom training, which should be completed by November 11.

A lesson plan is being prepared now, and a film may be produced.

These materials will be provided to Suf f olk County promptly when they are finished, and in any event by November 11 if present plans hold.

In addition to classroom training, LERO workers will par-ticipate in supervised drills during which they will receive hands-on instruction in the performance of their LERO jobs in a staged scenario.

Drill scenarios are being developed, and the initial set of scenarios should be completed by October 21, 1983.

New dri'l scenarios will continue to be developed throughout the life of the emergency plan for the continuing training and retraining of LERO personnel.

Besides the drills, the retraining program will include refresher sessions of classroom training using the workbooks and videotapes mentioned above.

Finally, LERO workers will participate in the annual exer-cises required by the Federal Emergency Management Agency (FEMA).

Scenarios for these exercises have not yet been writ-ten.

As you know, these exercises are part of the operational inspection process and are not required for Licensing Board, Appeal Board, or Commission licensing decisions.
