Pursuant to the Freedom of Information Act, 5 U.S.C.

5552, and 10 C.F.R. Part 9, I hereby request copies of all records leading up to, arising out of, or in any way pertain-ing to Inspection & Enforcement Report No. 79-19 and the associated Notice of Proposed Imposition of Civil Penalties, Notice of Violation and Order To Show Cause.

All of the foregoing were issued in Docket Nos. 50-498 and 50-499, Houston Lighting & Power Company, South Texas Project, Units 1 and 2.

This request encompasses, but is not limited to, (1) all records located in Region IV or any other NRC branch office; (2) all records to and from Region IV cr any other NRC branch office; (3) all internal NRC memoranda and communications discussing or relating to I&E Report No. 79-19 and the asso-ciated actions taken in connection with it; (4) all records to and from any member of Congress or congressional body, including the Subcommittee on oversight and Investigations of the House Committee on Interstate and Foreign Commerce, which was chaired by Rep. Eckhardt in 1980; (5) all records to and from any Texas state or local public official; and (6) and SECY documents.
