APPLICANTS' RESPONSE TO TOWN OF HAMPTON CONTENTIONS ON THE RADIOLOGICAL EMERGENCY RESPONSE PLAN On September 29, 1983, the Town of Hampton filed a set of contentions dated September 19, 1983 with respect to its own emergency plan.

By order of September 12, 1983 this Board had granted Hampton an extension to September 19, 1983 to file its contentions on the local radiological emergency response plan. Hampton has made no effort to 8310120428 831006 PDR ADOCK 05000443 G PDR

justify its late filing. Thus the contentions should be rejected.

The contentions are all directed at Hampton's own plan. The Applicants have already indicated in prior responses to the Towns of Kensington and South Hampton that local commitnities should not be heard to attack their own plans in NRC fora.

For all of the foregoing reasons, the contentions filed by Hampton on September 29, 1983 should be excluded.
