Dear Mr. Denton:

This is to request that the NRC review the Westinghouse technical report provided in reference (a) and approve the use of process noise sensor response time testing at Byron and Braidwood Stations.

This approval involves omission of License Condition 4 contemplated in the Byron SER.

As described in Section 7.2.2.5 of the Byon SER, the NRC has found computer-based process noise measurement to be an acceptable techni-que for sensor response time testing.

Because of limited experience with the technique, Westinghouse prepared the technical report provided in reference (a) to document the testing which has been done to demonstrate the validity of this technique.

Special testing is also being done at the Callaway plant.

The Byron SER indicates that special testing will also be required at Byron if the NRC review of the Westinghouse report is not completed by the time the operating license is issued.

It is requested that the NRC review promptly the Westinghouse report "The Use of Process Noise Measurements to Determine Response Characteristics in U.S. Plants," dated August, 1983.

Early completion of this review will make special testing unnecessary at Byron.
