On June 30, 1994, the Nuclear Regulatory Commission approved the final rule amending 10 CFR 73 to protect against malevolent use of vehicles at nuclear power plants. The rule modified the design basis threat for radiological sabotage to include the use of a land vehicle by l
adversaries for transporting personnel and to include a land vehicle bomb. The rule also requires submittal of proposed vehicle control measures and the results of a vehicle bomb comparison for the 4
Davis-Besse Nuclear Power Station.
l In accordance with 10 CFR 73.55(c)(9)(i) Toledo Edison submits in Attachment I a summary description of the proposed vehicle control measures (vehicle barrier system). Attachment II provides the vehicle bomb comparison on which the proposed vehicle barrier system design is i
based.
