Grand Gulf Nuclear Plant Unit Number 1

Dear Chairman Palladino:

South Mississippi Electric Power Association owns ten per cent of the Grand Gulf Nuclear Plant, both unit number one and unit nu.T.ber two.

The subject of this letter is directed to unit number one of that plant.

At the present time, South Mississippi has $319,700,000 invested in its 125 megawatts of generating capacity out of this plant, equalling $2,557 per KW; and by the time it appears the plant will be in comercial opera-tion, that investment will have grown to $349,700,000, or $2,797 per KW.

Every day this unit is kept from operating, the interest costs in excess of $1,000,000, of which about $100,000 must be paid by South Mississippi Electric Power Association.

This cost, of course, is passed along to those rural consumers served by our rural electric cooperative members.

While we recognize your responsibility to insure that the plant is safe to operate and is operated safely, we also have a responsibility to our mem-bers to provide electricity at the lowest possible cost. We are a non-profit organization, and every dime of cost must be passed along to our

-consumers.

On behalf of. the Board of Directors of South Mississippi Electric Power Association, I would like to urge you to do everything in your power to expedite the proceedings regarding the issuance of an operating license to Middle South Energy for unit number one, and that you eliminate any delay which can possibly be eliminated. We represent the interests of the people who will have to pay the cost of both past and additional delays, and, on their behalf, we plead for your help.
