On August 1,1994, the Nuclear Regulatory Commission issued an amendment to 10 CFR Part 73 which modified the design basis threat for radiologicc1 l
sabotage to include use of a land vehicle by adversaries for transportiiig l
personnel and their hand-carried equipment to the proximity of vital areas, and to include a land vehicle bomb.

The Amendment requires reactor licensees to install vehicle control measures, including vehicle barrier systems, to protect against the malevolent use of a land vehicle.
The Amendment also requires licensees to submit to the NRC, by February 28, 1995, a summary description of the proposed vehicle control measures as required by 10 CFR 73.55(c)(7) and the results of the vehicle bomb comparison as required by 10 CFR 73.55(c)(8). For licensees who choose to propose alternative measures as provided for in 10 CFR 73.55(c)(8), the proposal must be submitted in accordance with 10 CFR 50.90 and include the analysis and i
justification of the proposed alternatives. provides the requested information for Consumers Power Company's Palisades Plant.
Palisades plans to meet the requirements of 10 CFR 73.55(c)(7) and has proposed no alternative measures for submittal under 10 CFR 73.55(c)(8).
