On August 1,1994, the NRC issued Final Rule 10CFR73, " Protection Against Malevolent Use of Vehicles at Nuclear Power Plants," which amended the NRC's regulations concerning the design basis threat for radiological sabotage to include the use of a land vehicle by adversaries for i
transporting personnel and their hand-carried equipment to the proximity of vital areas, and to include a land vehicle bomb. 10CFR73.55(c)(9)(l) requires that licensees submit a summary description of the proposed vehicle control measures and the results of the vehicle bomb comparison as stipulated in 10CFR73.55(c)(7) and 10CFR73.55(c)(8), respectively, by February 28, l
1995. Enclosed is the required " Summary Description" for Peach Bottom Atomic Power Station (PBAPS), Units 2 and 3. The " Summary Description" does not contain Safeouards Information.
4 However, the supporting documentation provided as attachments to the " Summary Description" does coritain.Safeouards Information. Therefore, this information must be controlled accordingly as required by 10CFR73.21, and is not for public disclosure.
