ACTIVITIES ON AP600 DESIGN CERTIFICATION APPLICATION l

Dear Mr. Crutchfield:

Westinghouse is pleased that the NRC staff remains committed to the timely review of the AP600 i

design certification application. Issuance of the AP600 draft safety evaluation report in November 1994 marked a significant milestone in that review. Westinghouse recognizes that meeting the July 14,1994 expedited schedule requires us to provide the Nuclear Regulatory Commission with quality l

information in a timely manner.

Westinghouse has reviewed the information presented in your letter to Mr. Liparulo of January 20, 1995. Your concerns have been investigated within Westinghouse and at the NRC and each concern was discussed during the Westinghouse /NRC senior management meeting on February 9,1995. The

following paragraphs document the status of the concerns expressed in your letter.

Completing submittals to the NRC in a timely manner frequently requires the dedicated resources of the Westinghouse technical staff. This has resulted in delays of several of the meetings the staff had j

requested. The two meetings your staff had indicated as being canceled were an ITAAC meeting in August,1994 and a severe accident meeting in December,1994. The ITAAC meeting is being rescheduled now that Westinghouse has established a preferred approach for the AP600 ITAAC. The l

severe accident meeting will also be rescheduled to follow the level 2 and level 3 PRA update at the end of February.

Probabilistic Risk Assessment Revision f

On January 31,1995, Revision 2 to the AP600 PRA was submitted to the NRC for review.

This revision provides an update of the level 1 PRA and detailed success criteria calculations.

-l The documentation includes the initiating event, event tree and system fault tree evaluations.

The PRA insights, level 2/3 quantification, the I&C sections and the fault trees will be submitted in early March. This submittal will also include the conditional human error j

probability calculation in support of DSER open item 19.1.3.1-17. The sensitivity studies for

the focused PRA HRA, system basis, I&C and component importance will be submitted at the end of March.

DCP/NRC0278 February 27,1995 This approach was discussed with the Probabilistic Safety Assessment branch chief and his staff and found to be acceptaMe. They felt the level I submittal would provide sufficient information 4

to significantly further f ae review. They requested a meeting in the near term to provide a summary of the materia] in the Revision 2 update, where it is different from Revision 0 and to discuss the success criteria calculations.

The approach to resoletion for regulatory treatment of nonsafety systems (RTNSS) depends on the results of the focused PRA as one of the eight screening criteria. Westinghouse and the NRC are in the pracess of working through the RTNSS implementation example. As discussed at the January 13,1995 meeting between Westinghouse and the NRC, if the revised focused PRA captu;es a new system, Westinghouse will include it in the process at that time. The RTNSS enample implementation discussions can move ahead at this time without the focused PRA updat.e. Our next RTNSS meeting is scheduled for the week of March 20,1995.

Test Reports The AP600 design certification schedule calls for a May 1995 submittal of test and analysis information sufficient to support the preparation of the supplemental DSER. As discussed at previous senior management meetings, this information includes test data reports, test analysis reports, preliminary code V&V reports and the preliminary SSAR Chapter 15 safety analyses. It was also recognized that this approach involves significant risks for Westinghouse in that the plant analyses are being prepared before completion of code validation and documentation. This is the process that was agreed to when the expedited AP600 design certification schedule was established. The information submitted by May 1995 should be sufficiently complete to allow the staff to complete their review in support of the supplemental DSER in October 1995.

Westinghouse has provided outlines of these reports to the NRC and met with NRC in December 1994. Comments on these outlines are expected from the NRC in the immediate future. Feedback from the staff is essential to finalizing the form and content of the various reports that will assure that the information necessary to support the supplemental DSER is provided by May 1995.

e d-i DCP/NRCO278 February 23,1995 Structural Issues The need to complete the technical issue resolution meetings in the structural area was discussed at a meeting between Westinghouse and the NRC on January 12,1995. At that meeting, the NRC expressed a concern that the proposed schedule did not support their schedule for preparation of input to the AP600 FSER. Since that time, Westinghouse has worked to improve the schedule to achieve technical resolution of the structural issues by March so that work could proceed. Discussions have been held with the Civil Engineering and Geosciences branch chief to review the proposed schedule. He believes the proposed schedule will meet his needs. A meeting is scheduled for February 28 through March 1,1995 to work out the details of the approach.

Westinghouse is committed to providing the NRC staff with the quality information they need to complete their review of the AP600 design certification application and issue the final design approval in September 1996. The planned frequent Westinghouse /NRC senior management meetings will enable us both to focus our resources to ensure that this objective is achieved.
