Dear Mr. Denton:

The Referenced letter stated the Letters of Agreement would be provided 180 days prior to scheduled fuel load for Wolf Creek.

Transmitted herewith are ree:ently executed Letters of Agreement with Coffey County Hospital Ambulance Service and Ransom Memorial Hospital. The Letters of Agreement with the Coffey County Sheriff, Kansas University Medical Center and Westinghouse are still being negotiated. Present planning calls for these additional Agreemrits to be submitted by April 15, 1984.

These Agreements will be formally incorporated into the Wolf Creek Generating Station, Unit No.1, Final Safety Analysis Report in Revision 13.

This information is hereby incorporated into the Wolf Creek Generating Station, Unit No.1, Operating License Application.

Provided separately for the NRC's review is a set of Wolf Creek Gen-erating Station's Emergency Plan Implementing Procedures. These procedures are available for review at the Uclf Creek Generating Station plant site.

Dear Mr. Koester:

I have visited on several occasions with Kevin Moles of K.G.&.E. about Ransom Memorial Hospital's possible role in providing emergency services to your employees and the general population.

Ransom Memorial, the staff and the Medical Staff are able to provide for both conventional and radiation injuries.

In order to provide these services, we will need to make some preparations such as setting up one specific area and we are also investigating the up-dating of our radio equipment which is, at this time, very inadequate.

I am under the impression that we can expect some assistance from K.G.&.E.

to gear up to provide these necessary services. We also understand that you can provide training for our personnel.

Resources of the hospital include two oper_ ting suites, a four bed Emer-gency Room, one special unit to be set up for WCGS as an emergency re-ceiving area, and 65 acute care beds.

We assure that:

1.

Requests for consultation with the University of 'tansas Medical Center will be made when necessary.

2.

In the case of an individual from WCGS contaminated with radioactivity, Ransom Memorial Hospital will utilize the expertise of the accompanying WCGS personnel to advise Hospital staff pending contact made with the KUMC Health Physicist on matters relating to dosimetry, contamination control and decontamination.

Following decontamination of the individual, panying WCGS personnel will be relied upon to,

4.

Consumable items contaminated with radioactive materials will be disposed of properly by K.G.&.E.

The accompanying WCGS personnel may be relied upon to identify and collect such items.

5.. Personnel and equipment will be made available for the planning of and participation in annual medical emer-gency drills consistent with Item 3 above. These drills would be followed by a critique and written evaluation.

6.

Members of Ransom Memorial Hospital staff will partici-pate in appropriate training and seminars offered by K.G.&.E. relative to Ransom Memorial Hospital's response as specified above.

7.

This agreement shall continue for a period of five (5) years, and may be modified upon the mutual consent of K.G.&.E. and Ransom Memorial Hospital. This agreement shall be reviewed and updated as appropriate at least once every two (2) years. This agreement may be can-celled by either party upon 180 day written notice.

In as much as all of our physicians are independent of the hospital and we have no " house physicians", I suggested to Kevin Moles that he con-tact each physician to be assured that they will respond in case of need.

Dear Mr. Koester:

This letter responds to your letter of April 18, 1983, and discussions with members of your emergency planning staff.

The Ccffey County Hospital Ambulance Service is prepared to respond to requests from the Wolf Creek Generating Station (UCGS) for emergency medical transportation.

This commitment is consistent with the Charter of the Coffey County Hospital Ambulance Service from the Board of Trustees of the Coffey County Hospital.

Consistent with this Cnarter, the Coffey County Hospital Ambulance Service will assure that:

1.

Resources from the Coffey County Hospital Ambulance Service or from mutual aid organizations in Woodson, Anderson or Lyon Counties are activated upon the dispatcher's receipt of a call from the WCGS. The combined resources from these four organizations currently consist of eight ambulances.

2.

The response, unless otherwise requested, will consist of a single wbulance. The ambulance will contain equipment con-sistent with the requirements for an ambulance under K.S.A.

65-4320.

The crew will include at least one Emergency Medical Technician.

Such individuals are trained and registered in accordance with the regulations, K.A.R. 28-40-1, etc., sec.,

administered by the State of Kansas Department of Health and Environment.

3.

The normal response time is within 30 minutes if the ambulance does not have to come from mutual aid organizations.

4.

Calls of a life threatening nature will receive the highest priority.

In the case of the transport of an individual contaminated with radioactive material, the accompanying WCGS personnel as necessary will be relied upon to advise the ambulance crew on matters relating to dosimetry, contamination control and decontamination.

6.

The WCGS personnel will be relied upon to determine if unre-stricted use of equipment and personnel is practical based on the level of radioactive contamination, and the means readily available to decontaminate the affected items.

7.

The WCGS personnel will be relied upon to determine the disposal method for consumable items that are contaminated with radioactivity.

8.

Personnel and equipment will be made available for an annual medical emergency drill consistent with Item 4 above.

9.

Members of the Coffey County Hospital Ambulance Service will

-participate in appropriate training to respond as specified above.
