Dear Mr. Taylor:
On March 29, 1993, the Nuclear Regulatory Commission (NRC) sent a Diagnostic Evaluation Team to the South Texas Nuclear Project to begin an evaluation of the proj ect's management, personnel, and organizational effectiveness.
The nuclear facility had been exhibiting a distinct decline in operating performance and regulatory compliance during the last year.
The City of Austin is requesting your assistance in monitoring this review.
Austin owns a 16% share of the South Texas Nuclear Project along with Houston Lighting and Power Company (30.8%), Central Power and Light Company (25.2%),
and City Public Service of San Antonio (28%).
The City of Austin is strongly committed to assuring the safety of the Souch Texas Nuclear Project and in improving its operational performance.
The project has always been a major concern for the citizens of Austin.
On March 18, 1993, the Austin City Council approved a resolution directing the City Manager to take all appropriate actions to assure a thorough investigation or safety issues at the South Texas Nuclear Project, including communication with Federal authorities to express the City's interest in safety at the project.
The evaluation of the proj ect could also have major implications for the entire nuclear power industry as well as the nation's energy policy.
Your assistance in monitoring the regulatory performance of the South Texas Nuclear Proj ect and the Diagnostic Evaluation Team analysis in particular would be greatly appreciated.
