Dear Mr. Denton:

Reference (a) provided an extensive summary and review of the actions taken regarding primary containment isolation following reset of the isolation signal.

Reference (b) provided an interim commitment to also place caution cards on the Unit 2 E12-F099A and B valves.

In addi-tional discussions with Dr. A. Bournia of your staf f, it was indicated that NRR had made a determination that the safety significance involved with the Unit 1 and Unit 2 valves in question is minimal.

Because, however, the modifications required to change the valves were not complex, NRR would request that the valves be modified.

The purpose of this letter is to provide the following commit-ments:

For Unit 1, prior to startup after the first refueling outage, the

-following valves will be modified (or eliminated) so that, following a primary containment isolation, resetting of the isolation signal will not potentially result in automatic change of position of the valves.
