Dear Mr. Starostecki:
I have received a copy of your letter of Novembcr Ib, 1983, addressed to Philadelphia Electric Company, regarding the second corporate management meeting conducted on October 18, 1983.
I am interested in the extent to which your meeting reviewed the proposals for supplemental cooling availability for Unit 1.
This matter is presently before the Appeal Board, and may also be brought before the Licensing Board and the Director, as appropriate.
Overall construction completion of Unit 1 of 90% as of October 31, 1983 is an impossible item to evaluate, as to whether it includes construction of the supplemental cooling water system.
- Indeed, there is no definition of the coverage of the term " construction" in the letter.
At a site visit on June 1,
- 1982, it appears that Commissioner Roberts was given a detailed briefing on the supplemental cooling water system.
Does Region I consider this within the scope of the term " construction'"
Has the Region received any instructions from the Commission or upper level staff concerning the consideration, if any, to be given to the supplemental cooling water system?
I would appreciate a copy of a full set of notes of the meeting, so that this matter may be evaluated.
Please consider this, to request all documents relating to the subject of the supplemental cooling water system, under the Freedom of Information Act.
