NO SIGNIFICANT IMPACT i

The U.S. Nuclear Regulatory Commission (the Commission) is considering issuance of an amendment to Facility Operating License No. NPF-58, issued to the Cleveland Electric Illuminating Company, et al.

(the licensee), for operation of the Perry Nuclear Power Plant, Unit No.1 (PNPP), located in Lake County, Ohio.

ENVIRONMENTAL ASSESSMENT Identification of Proposed Action:

The proposed action would revise the Technical Specifications (TS) to make them consistent with the current requirements of Part 55 of Title 10 of the Code of Federal Regulations (10 CFR 55), to delete training requirements that have been superseded by 10 CFR 50.120, and to allow an Operations middle manager to hold a PNPP Senior Reactor Operator (SRO) license in lieu of the Operations Manager.

The proposed action is in accordance with the licensee's applications for amendment dated September 27, 1993, and December 16, 1994.

The Need for the Pronosed Action:

The proposed action, in the form of TS amendments is needed because training and qualification requirements have evolved over the past few years resulting in the obsolescence of some TS requirements.

license would allow the Operations Manager to return to normal duties following classroom training to continue with efforts to improve the operational performance of PNPP.

Environmental Imoacts of the Proposed Action:

The NRC_ staff has completed its evaluation of the proposed action and concludes that the.e will be no changes to the facility, to the i

training requirements, or to the intent of the qualification requirements as a result of the proposed license amendment.

Accordingly, the NRC staff concludes that there are no significant radiological environmental impacts associated with the proposed action.

With regard to potential nonradiological impacts, the proposed action does not affect the nonradiological plant effluents a:2 has no other environmental impact. Accordingly, the NRC staff concludes that there are j

no significant nonradiological environmental impacts associated with the proposed action.

Alternatives to the Proposed Action:

As an alternative to the proposed action, the staff considered denial of the proposed action.

Denial of the application would result in no changes to current environmental impacts. The environmental impacts of the proposed action and the alternative action are similar.

Alternate Use of Resources:

This action does not involve the use of any resources not previously considered in the Final Environmental Statement for the Perry Nuclear Power Plant, Units 1 and 2, documented in NUREG-0884.

In accordance with its stated policy, the staff consulted with the State of Ohio regarding the environmental impact of the proposed action.

j D NDING OF NO SIGNIFICANT IMPACT Based upon the environmental assessment, the Commission conclnde that the proposed action will not have a significant effect on the qua.my of the human environment. Accordingly, the Commission has detemined not to prepare an environmental impact statement for the proposed action.
