Waterford 3 SES USNRC Inspection Report 50-382/83-24
Dear Mr. Madsen:
The subject Inspection Report identified one Violation, one Deviation, and four Open Items. Our response to the Violation, in accordance with 10CFR2.201, is provided below along with information concerning the Deviation and Open Items which you may find useful.
Since the June NRC Inspection, the Waterford 3 SES Training Division has been reorganized. Specifically, the training function for station personnel has been relocated under the Plant Manager-Nuclear. Additionally, a Training Manual is being formulated which will contain a section on training procedures and a section on training course descriptions. As this is accomplished, the existing Training Program Descriptions will be eliminated and replaced by the applicable parts of the training manual. This action will alleviate the problem of maintaining in an updated status all of the various items which currently exist in the Program Descriptions. Also, it will concentrate all of the training requirements into one document. This action will have no effect on training conducted and documented prior to Training Manual implementation.
VIOLATION
" Failure to Follow Procedures on the Engineering Training Program 10 CFR Part 50, Appendix B, Criterion V, states, in part, " Activities affecting quality shall be prescribed by documented instructions, procedures.....and shall be accomplished in accordance with these instructions, procedures....."
PMD-TR-014, " Program Description for Engineering Training," states, in part, "A schedule for the new employee's training is developed. The individual training schedule, with the associated 0309300176 030922 PDR ADOCK 05000302 G

Contrary to the above, individual training schedules were not l
transmitted to each employee of the engineering department.

RESPONSE
Corrective Steps Which Have Been Taken and Results Achieved:
The training function for plant personnel has been reassigned to report directly to the Plant Manager. To reduce the confusion caused by locating I
procedural requirements within Program Descriptions, a Training Manual which will contain detailed course descriptions and simplified training procedures is being prepared.

4 As sections of the Training Manual are completed the affected Program Descriptions will be deleted and affected personnel trained in the revised requirements.
Date When Full Compliance Will Be Achieved:
Corrective action required, including completion of the Training Manual, will be completed by December 31, 1983.
DEVIATION
" Failure to Address " Job-Related Procedures and Instructions" on the General Employee Training Program In the Final Safety Analysis Report for Waterford 3, Louisiana Power & Light Company stated, " Personnel qualifications and training for all plant staff positions well meet the requirements of ANSI /ANS3.1-1978." This specific l
requirement is also reiterated in paragraph 13.2.1.4 of the Final Safety Analysis Report.
In the deviation from the above, it was found on June 29,.1983, i
that the " Program Description for General Employee Training,"
PMD-TR-002, Revision 0, dated February 17, 1983, did not address training in " Job-Related Procedures and Instructions.""

Madsen W3I83-0298 Page 3 Corrective Steps Which Have Been Taken and Results Achieved Individual department operating instructions contain the job related procedures and instructions referred to above. The GET-1 Training Course has been modified to instruct individuals to contact their supervisors to obtain these instructions.
Corrective steps which will be taken The mechanism by which the above actions will be documented is currently being developed and will be incorporated into the Training Manual.
Date when full compliance will be achieved The above corrective actions will be complete by December 31, 1983.
Open Item (8324-02)
The NRC inspector noted that the FSAR stipulated that approximately 60 hours6.944444e-4 days <br />0.0167 hours <br />9.920635e-5 weeks <br />2.283e-5 months <br /> of basic sciences training was to be given to mechanical maintenance personnel. The NRC inspector did not find records indicating that this training had been conducted. Licensee representatives stated that basic science training was a long range goal and that a revision to the FSAR would identify it as such. This is an open item.
The current FSAR revision states that basic science training will be provided to Mechanical Maintenance personnel after fuel load.
No revision to this provision is presently intended.
It is therefore recommended that this open item be closed.
The remaining open items will be addressed in the Training Manual which is scheduled for completion December 31, 1983.
