Submittal of Vehicle Barrier System Su - rv Descriction Effective August 31, 1994 the NRC amended its physical protection regulations for operating nuclear power reactors. The amendments modify the design basis threat of radiological sabotage to include the use of a land vehicle-by adversaries for transporting personnel and their hand-carried equipment to the proximity of vital creas and to include a land vehicle bomb. The amendments also require the installation 3
t of vehicle control measures, including vehicle barrier oystems, to protect against the i
malevolent use of a land vehicle.
4 The purpose of this letter is to transmit the enclosed sunumary description of the Prairie Island vehicle barrier system (VBS) as required by 10CFR73.55(c)(9)(1).
J Additionally, this letter confirms that the Prairie Island VBS design will fully meet the requirements of 10CFR73.55(c)(7) and (c)(8)(1) and that the VBS, as described in the enclosed summary, will be installed by February 29, 1996 as required by 10CFR73.55(c)(9)(ii). We are aware, however, that the NRC is re-evaluating the Jersey Barrier design provided in NUREG/CR Volume 2, Rev 1 (Dec. 1994). The proposed VBS for i
I Prairie Island relies extensively on this design and if it is extensively changed the schedule to install the VBS during the 1995 construction season will be impacted.
