50-328 SEQUOYAH NUCLEAR PLANT (SON) - ADDITIONAL INFORMATION ON TECHNICAL SPECIFICATION (TS) CHANGE 93-04, REVISION 2
Reference:
TVA letter to NRC dated February 10,1995, "Sequoyah Nuclear Plant (SON) - Technical Specification (TS) Change 93-04, Revision 2, Containment Vacuum Relief Lines 1
Tho purpose of this letter is to provide Edditional information to support NRC's review of the referenced TS change. The paragraphs below contain the details associated with the additional information:
A.
Deletion of an Existing Footnote From TS Table 3.6-2.
TVA's proposed change to TS Table 3.6-2 removes an existing footnote associated with five containment isolation valves. The valves are FCV-67-89, -90, -105, -106, and FCV-70-141. A double asterisk is currently provided with each valve. The associated footnote in Table 3.6-2 states: "This valve is required after completion of the associated modification.

"i i
e U.S. Nuclear Regulatory Commission Page 2 February 17,1995 The modification that is referred to in the footnote is the installation of the five valves named above. The modification was completed in 1988-89 during the Cycle 3 refueling outage for both units. Accordingly, TVA's proposed change deletes the current footnote language since it is out of date. It should be noted that the double asterisk will remain within TS Table 3.6-2. A new footnote and double asterisk has been added to Table 3.6-2 and applies to TVA's proposed addition of SON's vacuum relief valves to Table 3.6-2.
B.
Editorial Changes to the TS Index.
TVA proposes to change the section title for TS 3/4.6.6 in the index pager from " Vacuum Relief Valves' to " Vacuum Relief Lines." These changes to the index pages refk,ct TVA's proposed change to SON TS 3/4.6.6. In TS 3/4.6.6, the term " Valve" is replaced with the term "Line" (TS title, limiting condition for operation [LCO), and action statement).
This change in TS terminology from valves to line was evaluated relative to the NUREG-1431 terminology. It was observed by TVA that NUREG-1431 contains LCO requirements that are based on vacuum relief line operability. Note that NUREG-1431 still contains the valve terminology in the index and TS title. TVA has directed comments on this item to the NRC point of contact for the maintenance of NUREG-1431.
C.
Administrative Change to Unit 1 TS 3/4.6.6 TVA's referenced TS change includes the deletion of a ".1" from the Unit 1 TS LCO 3.6.6. :, " Vacuum Relief Valves." This i:: considered to be an administrative change that provides consistency between the Unit 1 and Unit 2 LCO numbers. As discussed with the NRC staff, the same change is needed for the Unit 1 TS surveillance requirement (i.e., deletion of the ".1" from SR 4.6.6.1).
The above information does not affect the content or conclusion of the significant hazard consideration.
