Dear Sir,

In accordance with 10 CFR 50.82 the University ofIllinois requests the termination of License No. R-117/ Docket No. 50-356 and permission to decommission the facility.

License No. R-Il7/ Docket No. 50-356 is the University ofIllinois LOPRA reactor and has been deemed to be unnecessary to future utilization of the Nuclear Reactor Laboratory of which it is a part. He University of Illinois Advanced TRIGA (License No. R-115/ Docket No. 50-151) , which shares the same building, will continue operation. It is desired to convert the LOPRA reactor to a suberitical assembly in compliance with the Advanced TRIGA Technical Specifications Section 3.9 "Subcritical Experiments Using the Reactor 7hermal Column or Bulk Shielding Facility". The Advanced TRIGA license, Part 2.B allows for 2.6 kilograms of contained U-235 in TRIGA type fuel elements in connection with operation of a subcritical assembly in the Bulk Shielding Facility of the reactor where the LOPRA is located. There have been no inherent problems with the LOPRA that would prevent the operation of the facility as a subcritical assembly. De operation of the LOPRA as a subcritical assembly is of lesser safety significance than operation as a 10 kW reactor as analyzed in the LOPRA SAR therefore no further safety analysis is required.
