Dear Sir:

This special report is sibmitted in accordance with LaSalle Unit Operating License NPF-11, Appendix A, Technical Speci ficat ion 3.7.7 and 6.6.c.

Between January 11, 1984, and January 13, 1984, and between January 21, 1984, and January 23, 1984, the 0, 1A, and IB Diesel Generator Room temperatures were outside the limits of Technical Specification 3.7.7.

They reauire a minimum room' temperature of 650F and a maximum of 122 F when the service equio-ment is not operating.

Between January 9,1984, and January 13, 1984, the Unit 2 Division i Switch-gear Room temperatures'were outside the limits of Unit 1 Technical Specifica-tion 3.7.7 The Unit 1 Technical Specifications require a minimum room tem-perature of 65 F when the serviced equipment is not operating.

The Unit 2 Technical Specification, however, has a 500F minimum.

A special log of ambient room temperatures was measured hourly. Table 1 indicates the amount by which the 65 F limit was exceeded and the cumulative time the temperature in the affected area exceeded the limit.

At no time did the temperatures in the affected area drop to less than 35 F (30 F below the limit of Table 3.7.7-1 U-1 Technical Specifications) and no eautoment was declared inoperable due to low temperatures. This event occurred while LaSalle Unit I was in the RUN Mode and LaSalle Unit 2 was in Mode 5, Refuel.

An analysis by Sargent & Lundy has been performed as required by Technical Specification 3.7.7 All of the equipment in the Diesel Generator and Switchgear Rooms that is safety related or required for safe shutdown can start and operate at temoeratures as low as 38 F without adverse effects.

The 125 Volt and 250 voit Division i batteries in the Unit 2 Division I Switchgear Room had their capacities reduced by aooroximately 20% durinaI this period, however, this reduction in capacity had no effect on Unit h MOCK 05000373 0376 840208 S

James G. Keppler February 8, 1984 (125 Volt battery only required for closing the AC unit crosstle breakers) or on Unit 2 which was in refueling mode. The rooms' temperature changes were gradual which precludes condensation inside equipnent located in these areas.

The cause of the low Diesel Generator Room temperatures was due to the installa-tion of additional station heaters. These heaters were being installed per Modi fication package M-1-0-82-069.

The installation was completed on February 2, 1984.

The cause of low room temperatures in the U-2 Division I Sw*tchnear Room was due to the outside air suction damper actuator 2VX19YA failure in its failed ooen position. This allowed outside air to enter the room.
