CINCINN ATI. OHIO 45201 September 22, 1983 LOZ-83-0158 J. WILLI AM S, JR SEheQ88 veCE PRESIDENT NUCLEAR OPERAYeONS Docket No. 50-358 U.S. Nuclear Regulatory Commission Region III 799 Roosevelt Road Glen Ellyn, Illinois 60137 Attention:
Mr. J.G.
Keppler Regional Administrator Gentlemen:
RE:
WM. H. ZIMMER NUCLEAR POWER STATION - UNIT 1 10CFR50. 55 (e ), ITEM M-93, IMPROPERLY SUPERVISED FIRE DETECTOR CIRCUITS W.O.
57300, JOB E-5590, FILE NO. 956C, M-93 This letter concerns the subject condition initially reported to the Commission on August 23, 1983 as a potentially reportable deficiency under the requirements of 10CFR50.55 (e).
Zimmer Project has been reviewing prior Nonconformance Reports in the Quality Confirmation Program and other quality reviews.
These reviews occasionally identify conditions which occurred years ago and which may have represented significant deficiencies under the requirements of 10CFR50.55 (e).
In response to 10CFR50. 55 (e ), Item E-44, CG&E committed to identify such significant deficiencies found in these reviews, even though correction of the deficiency was completed in past years.
The condition described in this report was found in review of Nonconformance Repor t 80-50E, dated May 27, 1980.
The condition identified involves fire detection circuits for plant fire protection deluge systems which were installed without provisions for supervision as required by the National Fire Protection Association (NFPA) Code.
Circuit supervision permits the detection of a circuit break or " trouble" condition.
A lack of i
supervision does not make the fire detection system inoperable.
For the detection system to become inope rable, it would require an actual f ault condition to occur.
Lack of supervision only hampers the ability to detect a f ault in the detection system.
However, to meet the requirements of the NFPA Code, the applicable electrical drawings we re revised to include circuit supervision and the necessary changes then implemented la the field.
