~ AMENDMENT TO OPERATING LICENSES NPF-4 AND NPF-7 a0RTH ANNA POWER STATION UNIT NOS. 1 AND 2 S_UPPI EMEET TO PROPOSED TE':HNICAL SPECIFICATION CHANGE In our letter dated.!anc 3, 1983 (Seria) No. 333), the Virginia Electric and Power Compan'; requested an amendment, in the form of changes to the Technical Specifications, to Operating Licenses NPF-4 and NPF-7 for the North Anna Power Station, Unit Nos. I and 2.

The proposed changes pertained to NUREG-0737 item II.F.1, except item II.F.1.2.

A supplement to the proposed changes to include NUREG-0737 items II.F.1.2 and II.B.3 is enclosed.

The proposed change. adds a description of the post-accident sampling program to Section 6, Administrative Controls, in fulfillment of the requirements of NUREG-0737 item _II.F.1.2, Sampling and Analysis of Plant Ef fit.ents, and iteta II.B.3, Post-Accident Sampling.

The proposed specifications are consistent with the guidance provided in NRC Generic Letter 83-37 and fulfill cur commitment in our December 9, 1983 (Serial No. 662) letter.

The proposed Technical Specification change is provided in AttacFment I with a discussion of the proposed change in Attachment 2.

This request has been reviewed and apprcved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff.
