Dear Mr. Russell:
This letter provides additional information regarding our most recent Security Plan Change (Reference 2) That change was the fmal part of our comprehensive update to the Duane Arnold Energy Center (DAEC) security program. This update consisted of complete hardware upgrades for the site and a comprehensive review and update of the Security Plan, Contingency Plan, Training and Qualification Plan and the associated implementing procedures.
This most recent Security Plan revision (R'.:ference 2) consisted of changes to the Contingency Plan and Training and Qualification Plan, which are appendices to the Security Plan. The Security Plan itself was revised previously (Reference 3) and underwent review by NRC Region III staff.

Certain of your staffs comments will result in additional revisions to the Security Plan. Those revisions will be completed by April 7,1995. Should you have any further questions regarding this matter, please do not hesitate to contact this office.
The attachment to this letter contains information of the type described in 10 CFR 73.21, and as such should be withheld from public disclosure.
