SUMMARY

This report details the pertinent activities related to the Texas A&M

. University AGN-201M training reactor facility operated at the Department of Nuclear Engineering during the period June 1, 1982 to May 31, 1983.

Furthermore, it is intended that the contents of this report comply with the requirements of 10 CFR 50, Section 50.59 (b) and Appendix A, Technical Specifications, of license R-23.

The utilization of this facility continues to be similar to that of previous years. The general categories of utilization for this past year were support of Nuclear Engineering courses, operator training, RSO radiation safety course, and preventive maintenance. Nuclear Engineering courses supported during the past year were:

ENGR 101G Engineering Analysis NE 402 Nuclear Detection and Isotope Technology Laboratory NE 405 Nuclear Engineering Experiments NE 485 Problems During normal preventive maintenance, malfunctioning components were replaced as detailed in Section 4. Facility modifications and component

. replacement performed during this reporting period do not involve unreviewed safety questions and are not expected to adversely affect the safe operation of this facility. ,

The results of all nejor parameter surveillance tests are shown in Table 1.

4. CORRECTIVE MAINTENANCE AND COMP 0NENT REPLACEMENT Corrective maintenance and component replacement performed as normal maintenance of the Texas A&M University AGN-201M reactor during this

( reporting period are sunnarized as follows:

(a) 10 June 1982 - Replaced multivibrator chip (device 74121) in Channel

1. Test pulse circuit output is now 60 Hz. Completed maintenance prodedure CHILT, results satisfactory.

I (b) 13 July 1982 - Cleaned contacts on shieldwater float mechanism after satisfactory performance of WITL-6. Removed Ch. 2 detector and drywell and l inspected for leakage; none found.

(c) 15 July 1982 - Removed Ch. 3 detector and drywell and noted no leakage problems.

l (d) 5 August 1982 - Installed sight glass of Tygon tubing between upper and lower fill taps of thermal column. Checked for leakage and found

! none. This system provides visual verification that thermal column tank is j filled.

(e) 13 September 1982 - During performance of maintenance procedure C2TC-6 noted that two tubes were approaching borderline performance limits.

Replaced the necessary paired tubes.

(f) 10 December 1982 - Removed SR1 and SR2 for inspection due to problems with SR 1 maintaining magnet contact.

(g) 16 December 1982 - During continuing inspection of SR1 magnet problem note paralleled resistors in series with SR1 scram magnet. Joints were poorly soldered. Replaced parallel resistors with single resistor of equivalent rating. Operational test was satisfactory. Performed rod drop test on 21 December 1982.

(h) 16 December 1982 - Performed evacuation exercise under watchful eyes of RSB representative, Dr. R. Hart. Results were judged satisfactory.

4 (1) 5 January 1983 - Performed operational check of Gould 22005 Strip chart recorder in performance of RDTM-6. Satisfactory results allowed this instrument to be used in place of the storage oscilloscope that has been judged defective.

(j) 4 February 1983 - Removed water sample from thermal column for analysis of activity. None found.

(k) 29 March 1983 - Obtained core tank gas sample from core pressure tap line using evacuated sample chamber. Analysis of sample indicated no significant activity.

(1) 1 June 1982 to 31 May 1983 - Conducted regularly scheduled maintenance d> ring this period as prescribed by technical specifications and maintenance procedures.

The corrective maintenance and component replacement performed during this reporting period have no impact on the safe operation of the reactor facility and do not change the description of the facility as submitted in the license application and amendments thereto.

S. (a) REACTOR MODIFICATIONS No modifications were made to the Texas A&M University AGN-201H reactor during this reporting period.

(b) CHANGES TO PLANS AND PROCEDURES As required by Appendix E to 10CFR Part 50 a revised Emergency Plan for the Texas A&M AGN-201M reactor was submitted for review on October 28, 1982. This plan was reviewed by the Reactor Safety Board prior to submittal. Upon notification of plan approval, any necessary revisions to the emergency procedures will be made.

(c) NEW EXPERIMENTS OR TESTS No new experiments or tests were performed during this reporting period.

SUMMARY

OF SAFETY EVALUATIONS No changes, tests, or experiments were performed subsequent to 10 CFR 50 paragraph 50.59 during this reporting period; therefore, no safety

. evaluations were required.

SUMMARY

OF RADI0 ACTIVE EFFLUENT RELEASES No liquid or solid radioactive waste was' released during this reporting period.

8. ENVIRONMENTAL RADIOLOGICAL SURVEYS No environmental radiological surveys were performed outside the i

facility during this reporting period.

9. RADIATION EXPOSURE No reactor facility personnel or visitors received radiation exposures

greater than 100 mrem (50 mrem for persons under 18 years of age) during this reporting period. ,

10. REACTOR SAFETY BOARD ACTIONS (a) 26 October 1982 - The Reactor Safety Board meeting as a subcommittee reviewed the Emergency Plan for the AGN-201M reactor prior to submittal to USNRC.

(b) 28 January 1983 - The Reactor Safety Board reviewed the Emergency Plan as submitted to U.S. NRC and gave their approval. RSB audits of AGN operations on 30 September 1982 and 16 December 1982 were reviewed. The RSB approved a procedure change in the maintenance procedure for measuring rod drop times. Also on this date the annual review of the Security Plan was completed.

(c) 25 July 1983 - The Reactor Safety Board reviewed previous audits, t

. Barry Willits OP-5849 Additional training was conducted for Mr. Carpenter and Mr. Willits. On 24 January 1983 senior reactor operator licenses were received based on satisfactory performance on the USNRC administered SR0 exam.

On receipt of his SR0 license, Mr. Willits was named Reactor Supervisor for the AGN-201M facility. Dr. Gerald Schlapper who was serving in this capacity retained his license. On 31 May 1983 Mr. Willits joined the staff

. of the Nuclear Science Center and 'Jr. Schlapper again assumed'the duties of Acting Reactor Supervisor while a permanent supervisor is being trained.
