REPLY TO APPENDIX A OF NRC INSPECTION REPORT 50-317/83-29; 50-318/83-29 We have reviewed the circumstances that led to the violation of Technical Specification Section 6.8.1.g, regarding failure to approve overtime for plant staff personnel. In response to the violation cited, the following actions have been implemented to ensure that similar violations do not occur.

The Radiation Safety Section reviewed with all Section Supervisors Calvert Cliffs Instruction-140C, Shift Staffing, to ensure proper implementation. The current mechanisms for requesting and obtaining authorization for overtime in excess of the established guidelines were reviewed and found to be adequate. However, no system was available for advising supervisors on a daily basis concerning the amount of overtime worked by individuals in the section. As a result, systems have been implemented to better track accumulated work hours.

In a subsequent meeting with plant staff supervisors, the violations were discussed in light of the guidance contained in CCI-104. This discussion reemphasized our commitment to the NRC guideilnes on overtime and served as a reminder for supervisors to review implementation practices.
No additional violations of unauthorized overtime in excess of the established guidelines have occurred since initiating these corrective actions in the Radiation Safety section.
Full compliance on these actions was achieved on October 17,1983.
