Vercelli to H. G. Parris cited TVA_ with one Severity Level IV Violation.

D. M. VERRELf.I'S LETTER TO H. G. PARRIS DATED DECEMBER 19, 1983 Item 327, 328/83-25-01 Technical Specification 6.8.1 requires that written procedures be established, implemented, and maintained covering applicable procedures recommended in Appendix A of Regulatory Guide 1.33, Revision 2, February 1978. Technical Instruction TI-20, " Chemical Laboratory Test Equipment Calibration Program,"

requires daily calibration checks be performed and documented in accordance with the instruction.

Contrary to the above, the results of daily calibration checks associated with the diemical laboratory test equipment, including pH meters, spectrophotometers, and automatic titrators, were not documented during the period from January to November 1983 This is a Severity Level V Violation (Supplement IV).

Admission or Denial of the Alleged Violation TVA admits the violation occurred as stated.

Reasons for the Violation if Admitted This violation resulted from a disparity between two approved plant procedures, TI-11, " Chemical Analytical Methods," and TI-20, " Chemical Laboratory Test Equipment Calibration Program." The dienical laboratory was utilizing the TI-11 procedure exclusively while TI-20 procedure was in the revision process to delete conflicting information.

3 Corrective Steps Which Have Been Taken and the Results Achieved TI-20 is being reviseo to delete sections of the procedure which are covered under the TI-11 procedure. In addition, a request for waiver to Division Procedures Manual (DPM) N79E2 has been submitted to the nuclear central office for evaluation. This request requires documentation of calibration of maintenance and test equipment (M&TE) in the laboratory but requests relief from the requirement to document standardization checks of M&TE in the laboratory.

Corrective Steps Which Will Be Taken To Avoid Further Violations Calibration records will be maintained in the laboratory, and the procedural requirements to document standardization checks will be deleted.

REPORT NOS. 50-327/83-25 AND 50-328/83-25 This refers to the routine, safety inspection conducted by Mr. G. B. Kuzo of this office on November 14-18, 1983, of activities cuthorized by NRC Operating License "os. DPR-77 and DPR-79 for the Sequoyah 1 and 2 facility and to the discussion of our findings held with Mr. L. M. Nobles, Assistant Plant Superintendent, at the conclusion of the inspection.

Areas examined during the inspection and our findings are discussed in the enclosed inspection report.

Within these areas, the inspection consisted of selective exami. nations of procedures and representative records, interviews with personnel, and observations by the inspector.

The Region II Mobile Laboratory was also brought to your site and used by the inspector to make cc.tain indepen-dent measurements.

The basic purpose of these independent measurements is to verify your capability for analyzing radioactive effluents, and to achieve and maintain comparable methods of analyses between your facility and the NRC. The complete data from these measurements are reported in the enclosed Inspection Report.

During the inspection, it was found that certain activities under your license appear to violate NRC requirements.

This item and references to pertinent requirements are listed in the Notice of Violation enclosed herewith as Appendix A.

Elements to be included in your response are delineated in Appendix A.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure will be placed in the NRC's Public Document Room unless you notify this office, by telephone, within ten days of the date of this letter and submit written appli-cation to withhold information contained therein within thirty days of the date of the letter.

Such application must be consistent with the requirements of 2.790(b)(1).
